as of HG/SS (and then carried over to B/W), the pokedex now records shiny pokemon.
in gen IV, the only pokemon that cannot legally exist as a shiny is arceus. only a shiny arceus can be found in the hall of origin, and that event has been ignored, therefore any arceus caught there is not acknowledged as legal to nintendo and gamefreak.
gen V came, and we have victini, reshiram and zekrom to add to the problem. neither can appear as shiny, thus neither can legally exist as shiny. it's safe to assume keldeo, meloetta and genesect will suffer the same curse, seeing as they'll most likely be given through wonder cards.
of course, all of them can be shiny...it's just that you need to hack their shinies out, because no legal method exists.
"gotta catch 'em all" my ass...makes sense they discontinued using that mantra now. they shouldn't cockblock us from a few potential shinies.

Actually, it might be possible to have gotten the shiny event Arceus, legally. Its stats are re-rolled every time you receive it. If you don't save the game after getting it, you can still reacquire it. I know you can get a different nature that way. As for shiny, I have not tried. Seriously. I have a better chance at hatching a female Eevee.
They seriously should not have the pokedex track shinies due to their obscene rarity. Who the fuck cares that it's shiny anyway, it's only a different color.

up until gen IV, shinies aren't as rare as they used to be. D/P/Pt radar chaining, masuda method, RNG abuse...
