I'd say Tommy Tutone's #1 song 867-5309 (Jenny) (http://www.876-5309.com/) was the most infamous of the entire 20th century.

A close runner-up is Suzanne Vega's #1 "Tom's Diner" (http://www.azlyrics.com/lyrics/suzannevega/tomsdiner.html) from 1991.
